VAB-NJ conceptualized the CLP as an initiative through CLC which would be established at educational institutions in Bangladesh to acquaint underprivileged youths with the use of computers. D.Net implements this program with the support form the hosting schools.

Two teachers are chosen from the school based on a D.Net-administered evaluation, and brought for 9 days training. D.Net allocates resources to troubleshoot technical issues over the phone, and provides the services of a technician who is dispatched to the CLC if necessary. D.Net also provides a monthly honorarium to the CLP teacher(s).
