Founded in 2000, Volunteers for Sustainable Development in Africa (VOSIEDA) is a Liberian nonprofit and a network of development professionals working to promote prosperity, reduce extreme poverty, and strengthen peace and stability in Liberia and West Africa’s Mano River Union Basin region. VOSIEDA’s work focuses on saving the planet and fighting extreme poverty among women, youth, children, and other excluded groups. We advance community solutions to address development challenges and empower local people to care for nature that sustains all lives.
VOSIEDA works across five signature programs to empower and support local communities to promote sustainable development to end extreme poverty, its root causes, and consequences in Liberia and West Africa’s Mano River Basin region, including 1). Climate Change & Environmental Sustainability, 2) Food Security & Livelihoods Enhancement, 3) Women’s Empowerment & Gender Equality, 4) Governance & Social Development, 5) Media & Civic Society Strengthening.

About the Role

ROLE PURPOSE:

The Program Development and Quality Manager (PDQM) is responsible for driving cross-functional engagement of VOSIEDA’s Strategy Plan, developing annual plans, reporting results, and coordinating fundraising activities. he/she ensures the development and delivery of high-quality, evidence-based, innovative programs in all contexts relevant to VOSIEDA work. The PDQM ensures robust monitoring, evaluation, accountability, and learning (MEAL) system is in place, that Program Managers engage in the collection and use of evidence. And that reliable data is shared and used across the organization for decision-making and program design.

The significant aspects of this position are monitoring and evaluation, coordinating fundraising activities; ensuring capability building, mentoring, and coaching of program staff to support program quality in line with international standards and key performance indicators.

KEY AREAS OF ACCOUNTABILITY:

Donor and Partnership Engagement

  • Actively engage with VOSIEDA’s programs to share updates, fundraising needs and priorities.

  • Ensure adequate mapping of key in-country donors and potential funding opportunities for Liberia, and update the mapping on a regular basis.

  • Support engagement with donors on a regular basis in coordination with the Team Leader.

  • Monitor and analyses project portfolio and funding opportunities (pipeline) and coordinate strategic decision making for new funding opportunities in alignment with programs and sector strategic priorities.

Programme Design and Planning

  • Support MERL initiatives including assessments, baseline studies, research studies and evaluations in coordination with relevant Program Managers and technical specialists.

  • Develop programmatic objectives and frameworks for VOSIEDA in consultation with the Team Leader and Program Managers.

  • Support the development and updating of VOSIEDA annual report, and strategic plan as needed, in line with the organization’s priorities, and in consultation with Program Managers and in coordination with the Team Leader.

  • Support the development of the annual plans and budgets as needed, based on consultations with relevant team members.

Program Monitoring and Quality Assurance

  • Ensure that ethical and sound data collection and information management systems are in place for appropriate analysis, planning, evaluation, and advocacy across all of VOSIEDA’s interventions or programs.

  • Ensure internal lesson learning and experience sharing across programs takes place and is integrated into program planning.

  • Ensure that gender-responsive and age-appropriate feedback and complaints mechanisms are in place within all of VOSIEDA’s projects.
    Support the development of technical tools and materials in coordination with Program Managers and the Team Leader.

  • Analyze monthly reports from different department, make inputs and compile monthly, quarterly or annual donor’s reports for different interventions.

Fundraising

  • Responsible for building good relationships with prospective donors and clients across multiple sectors, communicating with the broader public and internal teams, delegating tasks, and drawing up plans to ensure annual targets are met.

  • Conducting research on fundraising opportunities.

  • Writing, submitting, and uploading press releases as required.

  • Writing funding proposals and submitting these to potential donors.

  • Preparing quarterly budgets.

  • Coming up with ingenious ways to raise awareness.

  • Implementing a variety of marketing strategies and promotional campaigns.

  • Organizing and attending non-profit events and networking with relevant stakeholders.

  • Establishing good relationships with staff, members of the public, and the media.

Cross-Cutting

  • Support the Program Managers and field offices in embracing and implementing fully ‘durable Solutions; in partnership in line with VOSIEDA’s mission

  • Support Program Managers and field offices through MEAL capacity to strengthen accountability mechanisms throughout our programs and response

  • Sufficiently support the Program Managers and field officers in meeting their needs for quality programming and developing programs that meet the needs of communities we serve.

QUALIFICATIONS AND EXPERIENCE

  • At least 10 years’ experience in an NGO environment, including experience directing and implementing development programs, preferably with solid experience in more than one of VOSIEDA’s priority sectors indicated above.

  • Recognized leadership role in relevant technical areas at both field and office level

  • University Degree, preferably a Master’s degree in Social Sciences, Project Management, or in an area of social development

  • Very good understanding of Liberian or West African context

  • Experience in working with partner organizations in development settings

  • A general appreciation of the issues concerning the NGO sector, both development.

  • Solid experience of developing and managing monitoring and learning systems

  • Good analytical skills. Effective negotiator, with the ability to positively influence cross departmental and cross sector working

  • Credibility to lobby, influence and represent VOSIEDA at all levels

  • Resource management, training, capacity building, coaching, and mentoring skills

  • Ability and willingness to dramatically change work practices and hours, and work with incoming teams.

  • Commitment to and understanding of VOSIEDA’s aims, values and principles including rights-based approaches

  • Fluency in written and spoken English and knowledge of French will be an asset

  • Ability to work within a team
